Fort Loudoun Lake was created in the early 1940s when the Tennessee Valley Authority completed Fort Loudoun Dam as part of a sweeping New Deal-era effort to control flooding, generate hydroelectric power, and modernize the Tennessee River system. Before the dam, this stretch of river was unpredictable and often destructive, but its transformation into a managed reservoir helped protect surrounding communities, support wartime industry during World War II, and open the door for economic growth across East Tennessee, especially around Knoxville.
